剧情简介
继上次成功替美国政府铲除恐怖组织的威胁后，xXx反恐特别行动小组需要再度集结了。情报局已经获悉有一班政治激进的恐怖分子已经秘密潜入美国政府内部，只等待时机成熟时，进行刺杀总统的行动，xXx这次的任务就是保护总统安全。
联邦探员吉邦斯(塞谬尔;杰克逊 饰)为再度组织xXx部队物色新的超级特工，但他心目中最理想的人选，之前和他搭档过的斯通(艾斯;库柏 饰)却因为袭击自己的军官在不久前刚刚被投入军人监狱，处于对好友的信任和任务的需要，吉邦斯几经艰苦将他营救出来并委以重任。
恐怖和反恐怖行动都在秘密进行中，而表面上的一切都完全平静，美国总统某日在白宫举行舞会宴请各界名人，国防部长奉命伴随总统保护其安全。斯通深知是次宴会是恐怖分子袭击总统同时也是自己取得可情报的好机会，故乔装宴会服务生前往侦察，并最终获悉一项惊天的刺杀阴谋。
为了粉碎恐怖分子谋杀总统的阴谋，斯通重新招回他昔日经常一起在华盛顿街头出生入死的两位兄弟，他们都是身手敏捷的武器专家，不仅具有极强的攻击能力，而且三个人的默契更是造就了这个天衣无缝的完美组合。
恐怖分子在内部策应的掩护下成功潜入白宫，并绑架了美国总统，此刻，不仅总统的性命岌岌可危，国家和人民的安全和利益也受到严重威胁，拯救行动刻不容缓，xXx反恐特别行动小组开始了又一次的以暴致暴……
